The one people forget: if the work crosses the public right of way, which a service line replacement to the meter often does, an encroachment permit and traffic control may be required on top of the plumbing permit. That is a real line item and it belongs on the estimate rather than appearing later. Ask about it before you sign.

Four things mistaken for a water line failure

  • Irrigation. A cracked lateral or failed valve raises the bill and soaks soil next to the foundation. It will not move the meter with the main to the house closed, which is the test that separates the two.
  • A toilet flapper. Passing water continuously, and the most common cause of a mysteriously high bill. Food colouring in the tank settles it in thirty minutes.

Verify the licence before anyone digs
