Remodel plumbing is permitted work, and in Tustin the item most people do not expect is California Civil Code section 1101.4: properties built on or before 1 January 1994 must have noncompliant toilets, showerheads and faucets replaced, and it is a condition of final approval on a permitted alteration. The rule that catches Tustin remodels

This is the single most useful thing on this page, because it is a real budget item and almost nobody hears about it until final inspection.

California Civil Code section 1101.4 applies to residential property built and available for use on or before 1 January 1994. Given that Old Town Tustin stock dates from the 1880s through the 1930s, the post war tracts along the Red Hill corridor went in between roughly 1950 and 1975, and Tustin Ranch was built out through the 1980s and early 1990s, that describes the large majority of housing in this city. Only Tustin Legacy and later infill sit clearly outside it.

It requires replacement of noncompliant plumbing fixtures, meaning:

  • Toilets using more than 1.6 gallons per flush
  • Showerheads using more than 2.5 gallons per minute
  • Interior faucets using more than 2.2 gallons per minute

Since 2014 compliance has been a condition of final approval on any permitted alteration or improvement to a residential property. Since 1 January 2017 the requirement applies to single family residential regardless of whether work is being done. There is an exemption where replacement is technically infeasible, certified by a licensed plumber.

Practically: if you are permitting a bathroom or kitchen remodel on a Tustin house built before 1994, the inspector can require noncompliant fixtures elsewhere in the property to be brought up to standard before signing off. Ask your contractor to survey every fixture in the house at quoting stage rather than discovering it at final. It is not usually expensive. It is expensive to find out late.

What remodel plumbing actually involves

Understanding the sequence helps you spot a quote that has left something out.

Demolition and capping

Existing supply and drain lines are isolated and capped. In older Tustin homes this is where surprises appear: galvanised supply that crumbles when disturbed, cast iron waste that is thinner than it looks, and drain layouts that do not match any drawing.

Drain and vent relocation

New supply runs to each fixture position, pressure tested before anything is closed up. This is the natural moment to replace failing galvanised or aging copper in that part of the house, and doing it during a remodel is far cheaper than doing it afterwards.

The inspector sees the work open. Nothing gets closed up before that passes. Then fixtures are set, trim installed, and a final inspection follows.

Marginal cost during a remodel, full price plus destruction afterwards. This list is worth raising at quoting stage.

Old Town and the post war tracts are prime candidates. If the wall is open anyway, repiping that branch costs a fraction of doing it as a standalone job later.

Typical ranges, not a quote. These are plumbing scope only. Tile, waterproofing, cabinetry, electrical and drywall are separate trades and separate numbers. Ask explicitly where the plumbing scope ends, because that boundary is where remodel disputes concentrate. California caps a home improvement deposit at $1,000 or 10 percent of the contract, whichever is less, and a written contract is required above $500.

Permits, and why not to skip them

Remodel plumbing is permitted work under the 2025 California Plumbing Code, effective 1 January 2026. Relocating fixtures, new drain and vent work, and supply rough in are all inspected, with a rough inspection before anything is closed up.

County of Orange

North Tustin, Cowan Heights, Lemon Heights and Panorama Heights are unincorporated, so permits are filed with the County rather than the City. Only a licensed contractor can pull one.

Unpermitted remodel work is the version of this that costs most. It surfaces during escrow, it can invalidate an insurance claim if something fails, and a buyer discovering an unpermitted bathroom has real leverage. It also means the Civil Code 1101.4 retrofit was never triggered or checked, which becomes the new owner’s problem. Only a licensed contractor can pull the permit.

Verify the licence

On a remodel, also establish who holds the overall contract and which trades are subcontracted, because that determines who is responsible when scopes meet.

  • Go to cslb.ca.gov and use the licence lookup. Search by licence number, business name or personal name.
  • Confirm the classification is C-36. That is the plumbing contractor classification. A general B licence is not the same thing.
  • Check the status is active and the expiration date has not passed.
  • Check bond and workers compensation on the same record. Licensed, bonded and insured are three separate protections and a company can hold one without the others.
  • Read the complaint and disciplinary history shown on the record.

California requires licensed contractors to publish their licence number in every advertisement soliciting work, under Business and Professions Code section 7030.5. Several plumbing companies ranking for Tustin searches show no licence number anywhere on their websites. Under section 7027.1, advertising for construction work without holding a licence in the classification advertised is a criminal misdemeanor in this state.
