How they work, and what that requires from your house
A heat pump water heater is not an electric tank. Understanding the difference explains every installation constraint.
Rather than generating heat, it moves heat from the surrounding air into the water, the same principle as a refrigerator running in reverse. That makes it substantially more efficient than either gas or conventional electric resistance heating. It also means it needs air to draw from, it produces cool exhaust air, and it produces condensate.
What your house needs to have
- Electrical capacity. Most units want a dedicated 240 volt circuit. If your panel is full or undersized, that is the single biggest cost variable on this page and it may involve a service upgrade.
- Air volume. Manufacturers specify a minimum room volume, commonly around 700 to 1,000 cubic feet, or louvred doors and ducting to borrow air from elsewhere. A sealed interior closet that suited a gas tank often will not suit a heat pump without modification.
- A condensate drain. These produce condensate continuously in operation. A drain, or a condensate pump where gravity will not serve.

What an inspector checks on a water heater
The 2025 California Plumbing Code took effect on 1 January 2026. Replacement is permitted work even for a like for like swap, and these are the items that fail inspections.
- Two seismic straps, one in the upper third of the tank and one in the lower third, positioned at least four inches above the controls. Missing or badly placed straps are the most common reason these inspections fail. Health and Safety Code section 19211 requires bracing on existing heaters too, and the seller must certify compliance at sale.
- A thermal expansion tank on any closed system, meaning any system with a check valve, backflow preventer or pressure regulating valve. Second most common failure.
- A temperature and pressure relief valve with discharge piped to an approved location, terminating 6 to 24 inches above ground.
- A drain pan with a drain anywhere a leak could damage structure: a closet, an attic, an upper floor.
