The two methods, and they are not interchangeable
Both avoid a trench. They solve different problems and they have different limits, and a contractor should be able to tell you which one your footage calls for and why.
Cured in place pipe lining, CIPP
A resin saturated liner is drawn through the existing pipe and cured, forming a new pipe inside the old one. It seals every joint at once, which is exactly what root intrusion needs. Slightly reduces internal diameter. Needs the host pipe to still be round and continuous.

When trenchless is the wrong answer
This is the section that saves people money, and it is the one nobody selling trenchless volunteers.
- A belly, or any loss of grade. A liner follows the existing pipe, so it reproduces the sag exactly. You get a smooth new pipe with the same standing water. Anyone offering to line a bellied line is selling you a problem you already have, and this is the single most common way homeowners get sold the wrong repair.
- A collapsed section. Lining needs a continuous host pipe to line. Where the pipe has lost its shape entirely there is nothing to line into. Bursting may still work depending on the extent.
- Severe offsets. Sections pulled far enough apart that the liner cannot bridge them, or the bursting head cannot follow the route.
- Multiple tight bends. Every additional bend raises the risk of a wrinkled liner or a stuck head. Some routes are simply not suitable and a good contractor will say so.
- When the run is short and across open lawn. If there is no driveway, patio or mature tree above the line, open trench is often cheaper and gives you a fully new pipe at correct grade. Trenchless earns its premium by avoiding restoration cost. No restoration to avoid means no premium worth paying.
Ask for the open trench price alongside the trenchless price. If nobody has offered you both, you are not being given a choice, you are being given a quote.
When it is clearly the right call in Tustin
Trenchless pays for itself when what is above the pipe is expensive to put back.
- The run passes under a driveway or hardscape. Common across the post war tracts, where the lateral often runs beneath the drive to reach the street.

Typical ranges, not a quote. Get both approaches priced, and get the camera footage. California caps a home improvement deposit at $1,000 or 10 percent of the contract, whichever is less, and gives you three business days to cancel, five if you are 65 or older. On a job this size, use them.
Permits
Trenchless sewer work is permitted work, and the 2025 California Plumbing Code names both methods with attached ASTM standards. Only a licensed contractor can pull the permit.
City of Tustin Building Division
Submittals go through the Citizen Self Service portal. The permit counter is on 714-573-3130. Plan checks not handled at the counter are generally returned within 10 working days on a first submittal and 5 on a resubmittal.
County of Orange
North Tustin, Cowan Heights, Lemon Heights and Panorama Heights are unincorporated, so permits are filed with the County rather than the City. Only a licensed contractor can pull one.
If the work crosses the public right of way, an encroachment permit and traffic control may apply on top of the plumbing permit. That is a real line item and it belongs on the estimate rather than appearing afterwards. Ask about it before you sign.
Verify the licence
A five figure job. Two minutes of checking is proportionate.
- Go to cslb.ca.gov and use the licence lookup. Search by licence number, business name or personal name.
- Confirm the classification is C-36. That is the plumbing contractor classification. A general B licence is not the same thing.
- Check the status is active and the expiration date has not passed.
- Check bond and workers compensation on the same record. Licensed, bonded and insured are three separate protections and a company can hold one without the others.
- Read the complaint and disciplinary history shown on the record.
California requires licensed contractors to publish their licence number in every advertisement soliciting work, under Business and Professions Code section 7030.5. Several plumbing companies ranking for Tustin searches show no licence number anywhere on their websites. Under section 7027.1, advertising for construction work without holding a licence in the classification advertised is a criminal misdemeanor in this state.
