ADU plumbing means adding a full set of fixtures to a system that was not designed for them. The three questions that decide the cost are whether the existing sewer lateral can take the load, whether the gas line can be upsized, and whether you need a separate connection or can share the existing one. Establish all three before you design.
The three questions to settle before you draw plans
Almost every expensive ADU plumbing surprise traces back to one of these being answered after the design was fixed rather than before.
1. Can the existing sewer lateral take the load?
You are adding a kitchen, a bathroom and a laundry to a lateral that has been serving one household. In Tustin that lateral is frequently vitrified clay with mortar joints, of the same vintage as the house, and quite possibly already carrying roots or a belly. Old Town stock dates from the 1880s through the 1930s, and the post war tracts along the Red Hill corridor went in between roughly 1950 and 1975.
Camera the lateral before you design. A survey costs $250 to $500. Discovering after the ADU is built that the shared lateral needs replacing is a five figure problem arriving at the worst possible moment, and on a large North Tustin lot the run can be considerably longer than in the City tracts.
2. Can the gas line carry another dwelling?
An ADU with a water heater, a range and possibly a dryer is a substantial addition to the total connected load. The existing line may not deliver it, and if you are fitting a tankless unit the demand jumps again, since those can draw 150,000 to 199,000 BTU per hour. Gas sizing has to be calculated for the whole system, not just the new appliances. Upsizing typically runs $800 to $3,000 and it belongs in the budget from the start.
3. Separate connection, or share the existing one?
Whether a separate water or sewer connection is required, and what capacity or connection fees apply, is determined by your permitting authority and your water provider rather than by your contractor. The answer differs between conversions within an existing structure and new detached construction, and fees can be substantial. Ask the authority directly and in writing before you budget, because this single item can move a project by thousands.
For 92780 and 92782 that conversation is with the City of Tustin. For unincorporated North Tustin, Cowan Heights, Lemon Heights and Panorama Heights in 92705 it is with the County of Orange. Your water provider is a separate conversation again, and could be Tustin Water Services, the Irvine Ranch Water District, East Orange County Water District or Golden State Water Company depending on your street.
What the plumbing looks like by conversion type
Garage conversion
The most common ADU in Tustin, and plumbing wise the most involved, because a garage has almost no plumbing to start from. Drainage is the constraint: a garage slab sits at a fixed level and waste needs fall to reach the existing drainage. Sometimes that works by gravity. Sometimes it needs the slab cut and a new run laid, and occasionally it needs a sewage ejector pump because gravity will not serve.
Establish the invert level of the nearest drainage connection early. It determines whether your bathroom can go where you want it.
Interior conversion, part of the house
Generally the cheapest, because you are working within an existing plumbed envelope and can often tie into nearby drainage and supply. Watch for the kitchen, since a second kitchen adds grease loading and needs its own venting arrangement.
Detached new build
A clean slate for the ADU itself, but it means a new supply run and a new drainage run across the lot to the connection point. On the large hillside lots in North Tustin and Cowan Heights those runs can be long, and elevation change affects both drainage fall and water pressure at the ADU.
Above garage or second storey
Supply is straightforward. Drainage needs a stack and venting, and any fixture above a living space needs proper waterproofing under it, because a failure lands on a ceiling below.
In Tustin Ranch and parts of Tustin Legacy, HOA rules may govern exterior work, equipment placement and screening. Check before design, not after.
Details that matter here specifically
- Civil Code 1101.4 applies to the existing house too. Properties built on or before 1 January 1994 must have noncompliant toilets, showerheads and interior faucets replaced, and it is a condition of final approval on a permitted alteration. - Metering. If you intend to bill a tenant for water separately, raise it early. Sub metering arrangements are a design decision rather than an afterthought.

California caps a home improvement deposit at $1,000 or 10 percent of the contract, whichever is less, and a written contract is required above $500.
Permits
ADU plumbing is permitted work under the 2025 California Plumbing Code, effective 1 January 2026, with rough inspection before anything is closed up. Only a licensed contractor can pull the permit.
City of Tustin Building Division
Submittals go through the Citizen Self Service portal. The permit counter is on 714-573-3130. Plan checks not handled at the counter are generally returned within 10 working days on a first submittal and 5 on a resubmittal.
County of Orange
North Tustin, Cowan Heights, Lemon Heights and Panorama Heights are unincorporated, so permits are filed with the County rather than the City. Only a licensed contractor can pull one.
Connection requirements and fees for an ADU are a separate question from the building permit, and they come from the permitting authority and your water provider. Ask both, in writing, before you finalise a budget. This is the item most likely to change your project economics and the one least likely to be volunteered.
Verify the licence
On a project this size, also establish who holds the overall contract and which trades are subcontracted.
- Go to cslb.ca.gov and use the licence lookup. Search by licence number, business name or personal name.
- Confirm the classification is C-36. That is the plumbing contractor classification. A general B licence is not the same thing.
- Check the status is active and the expiration date has not passed.
- Check bond and workers compensation on the same record. Licensed, bonded and insured are three separate protections and a company can hold one without the others.
- Read the complaint and disciplinary history shown on the record.
California requires licensed contractors to publish their licence number in every advertisement soliciting work, under Business and Professions Code section 7030.5. Several plumbing companies ranking for Tustin searches show no licence number anywhere on their websites.
