The clear triggers

Both are legitimate. There are genuine reasons PEX tends to win here specifically, and genuine reasons some people still choose copper.

The case for PEX in Tustin

Two local factors favour it. First, soil movement: the ground here expands with atmospheric river rain from November to March and contracts hard through Santa Ana wind conditions from September onward. PEX flexes with that cycle rather than resisting it, which is exactly the stress that works rigid joints apart.   • PEX is UV sensitive. Any exposed run, in a garage or an attic near a vent, needs protecting or sleeving.

  • New lines run and pressure tested. Nothing gets closed up before the test and the rough inspection.
  • Rough inspection. The inspector sees it open.
  • Tie in and fixture reconnection. Water off for part of a day, usually not the whole job.
  • Patching. Establish clearly whose scope this is. Some contractors patch and texture, some patch only, some do neither and leave it to you. This is the single most common source of repipe disputes, so get it in writing.
  • Final inspection.

Typical ranges, not a quote. Ask for the patching scope in writing, ask how many access holes are planned, and ask whether a softener is worth fitting at the same time given hardness at 13 to 19 grains per gallon. California caps a home improvement deposit at $1,000 or 10 percent of the contract, whichever is less, and gives you three business days to cancel, five if you are 65 or older. Permits

Repiping is permitted work under the 2025 California Plumbing Code, effective 1 January 2026, and it is inspected at rough stage before anything is closed up. Only a licensed contractor can pull the permit.

County of Orange

North Tustin, Cowan Heights, Lemon Heights and Panorama Heights are unincorporated, so permits are filed with the County rather than the City. Only a licensed contractor can pull one.

An unpermitted repipe is a serious escrow problem, because it is substantial concealed work with no inspection record. Retroactive permitting on closed walls is considerably harder than permitting it properly the first time.

Verify the licence

This is among the largest residential plumbing contracts there is. Two minutes of checking is proportionate.

  • Go to cslb.ca.gov and use the licence lookup. Search by licence number, business name or personal name.
  • Confirm the classification is C-36. That is the plumbing contractor classification. A general B licence is not the same thing.
  • Check the status is active and the expiration date has not passed.
  • Check bond and workers compensation on the same record. Licensed, bonded and insured are three separate protections and a company can hold one without the others.
  • Read the complaint and disciplinary history shown on the record.

California requires licensed contractors to publish their licence number in every advertisement soliciting work, under Business and Professions Code section 7030.5. Several plumbing companies ranking for Tustin searches show no licence number anywhere on their websites.
