Clay and cast iron of the same vintage as the houses
Old Town Tustin holds buildings dating to the 1880s, and the post war tracts along the Red Hill corridor went in between roughly 1950 and 1975. Vitrified clay with mortar joints was standard for laterals through that whole period. Cast iron appears at the building connection and in some drain stacks. Both have finite lives and both are now well into them.
A mature street canopy

The repair options
Spot repair
The failed section is excavated and replaced, the rest left alone. Right when the camera shows one discrete failure and the remainder of the run is sound. Cheapest, and appropriate more often than it is offered.
Cured in place lining
A resin liner is drawn through the existing pipe and cured, creating a new pipe inside the old. No trench. Excellent on root intrusion and cracked but still round pipe, because it seals every joint at once. Useless on a belly, because it follows the existing grade.
Pipe bursting
A bursting head is pulled through, fracturing the old pipe outward while drawing new HDPE in behind it. Trenchless, and unlike lining it can slightly increase diameter. Needs access pits at both ends and room for the old pipe fragments to displace into.
Open trench replacement
The run is dug out and replaced. Necessary where grade has to be corrected, where the pipe has collapsed, or where the route makes trenchless impractical. Most expensive, and the only option that fixes a belly properly.
The 2025 California Plumbing Code, effective 1 January 2026, addresses lining and pipe bursting explicitly in sections 715.3.1 and 715.3.2 with ASTM standards attached. That matters because it means these are recognised methods with defined standards, not improvisation, and your contractor should be able to name the standard they are working to.

Verify the licence before excavation

- Confirm the classification is C-36. That is the plumbing contractor classification. A general B licence is not the same thing.

- Check bond and workers compensation on the same record. Licensed, bonded and insured are three separate protections and a company can hold one without the others.
- Read the complaint and disciplinary history shown on the record.
