It produces genuinely excellent drinking water: better taste, clearer ice, no mineral film on the kettle. What it does not do is protect anything. Your water heater, your angle stops, your faucet cartridges, your tankless heat exchanger and your recirculating loop are all fed from the unsoftened main. At 13 to 19 grains per gallon, that is where the actual damage happens, and RO at the kitchen sink does nothing about it.
Order of operations
Soften first, then whole house filtration if you want it, then RO at the tap. That sequence matters practically: an RO membrane fed softened water lasts considerably longer, because hardness is what fouls membranes fastest. Installing RO alone in Tustin water means replacing membranes more often than the manufacturer figures suggest.

Permits

City of Tustin Building Division
Submittals go through the Citizen Self Service portal. The permit counter is on 714-573-3130. Plan checks not handled at the counter are generally returned within 10 working days on a first submittal and 5 on a resubmittal.
County of Orange
North Tustin, Cowan Heights, Lemon Heights and Panorama Heights are unincorporated, so permits are filed with the County rather than the City. Only a licensed contractor can pull one.
Verify the licence

- Confirm the classification is C-36. That is the plumbing contractor classification. A general B licence is not the same thing.
